Your point would be more accurate if you had chosen a domestic liberal think-tank with decades of close influence over the DNC party platform. They definitely exist and are a decent barometer of where the party sits, just as the HF has been for the GOP since Ronald Regan was in the White House.
But, I get the feeling you've purposefully built this strawman to avoid admitting that the HF is actually quite involved with the GOP and has substantial influence over policy.
